Character and Citizenship Education (CCE)



In 2014, the CCE Curriculum was launched by MOE. CCE is central to the Framework for 21st Century Competencies and Student Outcomes (Figure 1).

The emphasis lies in the importance of interconnectedness of the core values, social and emotional competencies and civic literacy, global awareness and cross-cultural skills that are critical for character and citizenship development of our students.


Character and Citizenship Programme

In New Town Primary, the CCE Department programmes aims to develop our pupils to become Confident Persons and Self-directed Learners who has the resilience to keep trying, Active Contributors to the community and Concerned Citizens of the nation.

Centred on the school’s vision and mission, the CCE department focuses on inculcating in our pupils strong values through our Character Development Programme. Providing them with opportunities to apply their knowledge, the pupils are progressively introduced Values-in-Action programmes across their 6-year education, targeted across six domains – self, family, school, community, nation and world.

It is our belief to develop a child holistically through values-centric education. 
The department aims to nurture our pupils holistically so that we are able to achieve the eight CCE learning outcomes (LO) as follows:
LO 1Acquire self-awareness and apply self-management skills to achieve personal well-being and effectiveness
LO 2Acquire self-awareness and apply self-management skills to achieve personal well-being and effectiveness
LO 3Acquire social awareness and apply interpersonal skills to build and maintain positive relationships based on mutual respect

LO 6Value Singapore’s socio-cultural sensitivity and promote social cohesion and harmony

LO 8Reflect on and respond to community, national and global issues, as an informed and responsible citizen
